Makefile.base: Add missing dep to RIOTBUILD_CONFIG_HEADER_C

Assembly files '.S' are compiled with a subset of CFLAGS.
This means also `-include '$(RIOTBUILD_CONFIG_HEADER_C)'` so they should be
recompiled when it updates.
