Ignore a dirty work tree, but not a wrong HEAD; this makes it impossible
to update submodules.

When we commit the changes in osv.git, we usually make a mistake to
also commit the changes in the submodules. To avoid this, this patch
is trying to add "ignore = all" to .gitmodules file.

First step towards moving x64-specific stuff into arch
subdirectories:

move the submodules in external/ to external/x64/,

rename amd64->x64 in opensolaris,

rename x86_64->x64 in include/api,

adapt build.mk to reference the updated paths,
and improve detection of include dirs and libs in the
external submodules.

Fork project on github will cause submodule trying to
fetch submodule under fork user not cloudius-system.

Used for zlib and similar minor libraries.

Style requires manual edititing of loader.cc to run, no automated way
to pick up whole directories in the manifest, and we won't clear the
environment before running the next .so
