RTCP termination refactoring.

- Moves all inner types after methods.

Allows the DTLS fingerprint to "upgrade" the hash function of the certificate in order to fix Meet on Firefox which disobeys RFC 4572. For example, allows the DTLS fingerprint to use SHA-256 with a SHA-1 certificate.

This removes the need for the OperationFailedException as a leftover from extraction of libjitsi from desktop Jitsi.

If you need them, you can manually create them with mvn eclipse:eclipse.
Or use m2eclipse.

Fixes the name of the ConfigurationService/System property which controls the teardown of the DTLS (media) session if the fingerprint does not match the hashed certificate. Courtesy of Gavin Llewellyn.

Moves the Maven compiler source and target to jitsi-universe because 1.6 appears to be our requirement at the source level anyway.
