Fixes unknown error in usrsctp_connect on Windows. Propagates IOExceptions as an error back to usrsctp stack. Adds transfer test.

Protects against JVM crash when closed SCTP socket is used by checking for null pointer and throwing IOException. Adds unit tests for SCTP wrapper.

Moves the ConfigurationService and FileAccessService implementations from Jitsi into libjitsi. Silences handled exceptions in libjitsi by converting them into Logger informational messages.

Adds make and rebuild Ant targets to the build.xml of libjitsi which implement incremental and clean compiling and packaging of the libjitsi library.

Commits an initial version of the libjitsi library which should be fully functional with respect to neomedia/MediaService and should be usable with and without OSGi.
